CAS Board of Directors Quarterly Regional Reports: July – September 2017

Following a members’ resolution during the 2016 Annual Meeting, the Canadian AIDS Society (CAS) will be publishing on our web site summaries of the quarterly regional reports from each of the Board of Directors. The following reports cover the period of July to September 2017.

Meetings and Outreach:

  • Harm Reduction Working Group in Teleconference. Discussions continue around Harm Reduction supplies in Nova Scotia.
  • Health Authorities in Amherst: A meeting held with a group of individuals from Cumberland County around bringing needle exchange to this area. Meeting with Health Authorities, Pharmacists, and police as well as parole officers.
  • Atlantic Halfway House Association in Truro. Doing a presentation around LGBTQ rights and issues of individuals going from prisons to halfway house. This will be done as a World Cafe working session.
  • Atlantic Caucus Meeting of Members of the Canadian AIDS Society in Teleconference. Discussions around potential name changes, funding uncertainties and resultant programming challenges. Funding: All organizations in the region lost some or all Public Health Agency of Canada (PHAC) funding. Some have received one-year transitional funding E.g. AIDS New Brunswick received one-year transitional funding to do work in schools. The Ally Centre of Cape Breton did not receive funding for the next five years; they only got transitional funding. Northern Healthy Connections Society got only the transitional funding. AIDS New Brunswick, AIDS St. John and SIDA/AIDS Moncton put a joint proposal through to PHAC. These organizations have regular meetings and are working to bring in new partners.
  • AIDS Committee of Nova Scotia: New alliances are being formed and joint funding applications submitted at very short notice to PHAC. Waiting for a response. Northern Health Connections: Received only one year PHAC transitional funding which ends March, 2018.  Have received funding from the province of Nova Scotia through partnership with Mainline Needle Exchange to do work with the IDU Community.  Province of New Brunswick providing funding for needle distribution in the four areas (three urban areas and Miramichi).
  • Some of the results of the funding cuts: SIDA/AIDS Moncton and AIDS PEI have reduced their working hours. AIDS New Brunswick will not be doing work in the rural areas; they will only be in the urban areas.  Also, they will no longer be able to work in prisons. Northern Healthy Connections Society will no longer be doing work in the prisons; lots of challenges with funding and logistics. AIDS Committee of Nova Scotia: challenges with staffing.
  • Programs: AIDS New Brunswick will expand to be more inclusive of MSM, Sex Workers, HIV and Hep C positive persons, and Injection Drug Users. The Ally Centre of Cape Breton has part of the needle distribution funding from the province. Northern Health Connections: Mandate has changed to now focus on work with the injection drug use (IDU) community through needle exchange and education around the transmission of HIV and Hep C. Also working with the LGBQ. A Prisons/Halfway Houses workshop coming up. AIDS New Brunswick are doing tri county work on testing over the next five years around options for the different populations in the three urban areas and Miramichi. AIDS PEI is more involved with work around Hep C as that is a bigger province issue at the moment. AIDS Committee of Nova Scotia is working with AIDS PEI on a Totally OUTright project. Geared towards older gay men which has been adapted to younger audience and will be adapted again to a rural/urban client. AIDS Committee of Nova Scotia has a new Executive Director, Dena Simon; she started in April. AIDS Committee of Nova Scotia: have a street front entrance and are still offering drop in service, massage, and some drop-in programming.
  • Scotiabank AIDS Walk: AIDS PEI had its Walk on September 10th. AIDS New Brunswick doing a virtual Walk September 18 – October 1st. Tag #TiedTogetherMoncton. Northern Health Connections also has a Walk planned for Sunday September 24th.

Emerging Issues:

  • AIDS Coalition of Nova Scotia (ACNS) continues to have staffing changes. They have again replaced their Executive Director. This is one of the reasons that ACNS has not signed their contribution agreement with PHAC.  Sobeys gift cards are being sent to Halifax for their AIDS Walk.
  • Have had no contact with any of the organizations in New Brunswick other than to send Sobeys gift cards to AIDS St. John for their barbeque at the Scotiabank AIDS Walk.
  • No contact with Newfoundland. There is no walk in this province.
  • Gift cards being sent to AIDS PEI for their Scotiabank AIDS Walk.
  • Name changes: AIDS New Brunswick, AIDS St. John and AIDS PEI are considering changing their names. They are updating their missions and modifying their services.

Opportunities / Follow-up / Resources / Challenges / Comments:

Challenges:

  • The relationship of organizations in the Atlantic are fractured and because of the LOI processes and PHAC wanting or strongly pushing all of the organizations to work together. This caused the fracture to widen. Due to the fact that you have four provinces with four different government and different issues, language issues, some having an HIV strategy and others without, some provinces having greater support from provincial government. There seemed to be no way they would be able to work together.
  • Because the Regional Atlantic AIDS Network (RAAN) in now defunct and ACNS has not had a Knowledge Information Exchange Forum (KEIF) both since 2015, there has not been anyway to bring the four Atlantic provinces together. If you look at the Forum and AGM CAS held last year you will see that there was not even much of an opportunity for the group to meet at this event as there was no uptake by organizations; it was mostly by a few PHA from the area.

Additional Comments:

  • ACNS is once again having staffing changes with the ED changing after only a year.
  • Northern Health Connections Society (NHCS) has also lost an Upward Amendment that ACNS was receiving to pay for a staff member to help do the HIV/AIDS work in the northern region of Nova Scotia.

  • Harm Reduction Working Group dans une teleconference. Les discussions se poursuivent autour de fournitures de réduction des méfaits en Nouvelle-Écosse
  • Autorités de la Santé en Amherst. Une réunion a eu lieu avec un groupe des personnes du comté de Cumberland pour avoir un programme d’échange d’aiguilles dans cette région. Rencontre avec les régies de la santé, les pharmaciens, les policiers et les agents de libération conditionnelle.
  • Atlantic Halfway House Association à Truro. Faire une présentation autour des droits LGBTA et les questions des personnes allant des prisons à la maison de transition. Cela se fera en tant que une séance de travail « World Cafe ».
  • Réunion du caucus de l’Atlantique des membres de la Société canadienne du sida en téléconférence. Discussions sur les changements potentiels de noms, les incertitudes de financement et les résultants défis de programmation.
  • Financement et collecte de fonds: Toutes les organisations de la région ont tout perdu ou une partie du financement de l’Agence de la santé publique du Canada (ASPC). Certains ont reçu un financement de transition d’un an par exemple, SIDA Nouveau-Brunswick a reçu un financement de transition d’un an pour travailler dans les écoles. Le Centre Ally du Cap-Breton n’a pas reçu de financement pour les cinq prochaines années; il a seulement reçu un financement de transition. Le Northern Healthy Connections Society n’a obtenu que le financement de transition.
  • SIDA Nouveau-Brunswick, AIDS St. John et SIDA / AIDS Moncton soumettent une proposition conjointe à l’ASPC. Ces organisations ont des réunions régulières et travaillent pour attirer de nouveaux partenaires.
  • L’AIDS Coalition of Nova Scotia: De nouvelles alliances sont en cours de formation et des demandes de financement conjointes sont soumises à très court préavis à l’ASPC. En attente de réponse. Northern Health Connections: Reçu seulement un an de financement de transition de l’ASPC qui se termine en mars 2018. Il a reçu du financement de la province de la Nouvelle-Écosse en partenariat avec Mainline Needle Exchange pour travailler avec la communauté des UDI. La province du Nouveau-Brunswick fournissant du financement pour la distribution de seringues dans les quatre zones (trois zones urbaines et Miramichi). Certains des résultats des compressions de financement: SIDA / AIDS Moncton et AIDS PEI ont réduit leurs heures de travail. SIDA Nouveau-Brunswick ne travaillera pas dans les régions rurales; ils ne seront que dans les zones urbaines. De plus, ils ne pourront plus travailler dans les prisons.   • Programmes: SIDA Nouveau-Brunswick élargira ses services pour y inclure davantage les HSH, les travailleurs du sexe, les personnes séropositives pour le VIH et l’hépatite C, et les utilisateurs de drogues injectables. Le Centre Ally du Cap-Breton a une partie du financement de la distribution d’aiguilles de la province. Northern Health Connections: Mandat a changé pour se concentrer maintenant sur le travail avec la communauté d’injection de drogue (UDI) par l’échange de seringues et l’éducation autour de la transmission du VIH et de l’hépatite C. Travailler également avec le LGBQ. Un atelier Prisons / Maisons de transition à venir. SIDA Nouveau-Brunswick effectue des travaux dans trois comtés pour tester au cours des cinq prochaines années les options pour les différentes populations dans les trois régions urbaines et à Miramichi. AIDS PEI est plus impliqué dans le travail autour de l’hépatite C, car c’est un problème plus important en ce moment. AIDS Committee of Nova Scotia collabore avec AIDS PEI dans le cadre d’un projet intitulé Totally OUTright destiné aux hommes gais plus âgés qui a été adapté à un public plus jeune et sera adapté à nouveau à un client rural / urbain. L’AIDS Committee of Nova Scotia a un nouveau directeur exécutif, Dena Simon; elle a commencé en avril. L’AIDS Committee of Nova Scotia: A une entrée donnant sur la rue et offre toujours un service d’accueil, des massages et de la programmation sans rendez-vous.
  • La Marche d’action sida Banque Scotia: AIDS PEI a eu une marche le 10 septembre. AIDS New Brunswick fait une marche virtuelle du 18 septembre au 1er octobre. Tag #TiedTogetherMoncton. Northern Health Connections prévoit également une marche prévue le dimanche 24 septembre.

Nouveaux enjeux :

  • Il y a toujours de changements de personnel à l’AIDS Coalition of Nova Scotia (ACNS) continue d’avoir des changements de personnel. Ils ont de nouveau remplacé le directeur exécutif. C’est l’une des raisons pour lesquelles ACNS n’a pas signé son accord de contribution avec l’ASPC.
  • Les cartes-cadeaux de Sobeys sont envoyées à Halifax pour leur March action Sida
  • Pas eu de contact avec la Terre-Neuve-et-Labrador. Il n’y pas une Marche d’action Banque Scotia dans cette province.
  • Gift cards being sent to AIDS PEI for their Scotiabank AIDS Walk.
  • Changements de noms: AIDS New Brunswick, AIDS St. John et AIDS PEI envisagent de changer leur nom. Ils mettent à jour leurs missions et modifient leurs services.

Opportunités/ Suivi / Ressources / Défis/Commentaires

Défis:

  • La relation entre des organismes des organisations de l’Atlantique est fracturé et, en raison des processus de LOI et de l’ASPC qui souhaitent ou poussent fortement toutes les organisations à travailler ensemble, cela a provoqué l’éclatement de la fracture. Étant donné que vous avez quatre provinces avec quatre gouvernements différents et des problèmes différents, des problèmes de langue, certains ayant une stratégie de lutte contre le VIH et d’autres qui n’ont pas ces stratégies, certaines provinces bénéficient d’un plus grand soutien du gouvernement provincial. Il semblait qu’il n’y avait aucun moyen qu’ils puissent travailler ensemble.
  • À cause du fait que le Regional Atlantic AIDS Network (RAAN), le réseau régional de lutte contre le sida de l’Atlantique, est maintenant défunt et l’ACNS n’a pas eu de forum d’échange de connaissances Knowledge Information Exchange Forum (KEIF) depuis 2015, nous n’avons pas eu la chance de rassembler les quatre provinces de l’Atlantique. Si vous regardez la Tribune et l’AGA de la SCS qui a eu lieu l’année dernière, vous verrez qu’il n’y avait même pas l’opportunité pour le groupe de se réunir à cet événement, car il n’y avait pas l’intérêt des organismes; c’était surtout par quelques PVVIH de la région.

Commentaires supplémentaires :

  • Il s’agit encore des changements de personnel à l’ACNS avec un nouveau DG, seulement après un an.
  • NHCS a également perdu une hausse d’Entente que l’ACNS recevait pour payer un membre du personnel pour aider à faire le travail sur le VIH / sida dans la région nord de la Nouvelle-Écosse.

  • Camp positif : Pierre-Luc m’a contacté pour un rappel des sujets ressortis lors de la Tribune des PVVIH à Régina, dans le but de faire une mini tribune lors du Camp positif qui a eu lieu en 1ère semaine d’août.
  • Maison Plein Cœur via Daniel-Claude : Il voulait aussi un résumé des résolutions de la Tribune des PVVIH à Régina pour un projet artistique qui aimerait se développer.
  • Maison Plein Cœur via Chris Lau : Précision de l’utilisation de son financement transitoire pour développer une campagne philanthropique au sein de son organisme. De plus, il me réfère à l’organisme COCO-NET (Centre des organismes communautaires) pour l’utilisation du logiciel Ajah Foundtracker.
  • Contact avec plusieurs employés de divers organismes lors de la manifestation de la TROC à Québec. Pour beaucoup cela fût la première fois qui me voyait. Certains m’ont demandé si j’avais l’intention d’aller visiter leur organisme.

Nouveaux enjeux :

  • Fentanyl
  • Financement fédéral (préoccupation de certains membres pour leur avenir à la fin du financement transitoire).

  • Positive Camp: Pierre-Luc contacted me for a reminder of the topics that emerged from the PLHIV Tribune in Regina, to try to maked a mini-tribune during the Positive Camp that took place in the first week of August.
  • Maison Plein Cœur via Daniel-Claude: He also wanted a summary of the resolutions of the PLHIV Tribune in Regina for an artistic project that would like to develop
  • Maison Plein Cœur via Chris Lau: Accuracy of the use of its transitional funding to develop a philanthropic campaign within its organization. In addition, he referred me to COCO-NET (Community Organizations Center) for the use of the Ajah Foundtracker software.
  • Contact with several employees of various organizations during the TROC event in Quebec City. For many it was the first time that saw me. Some have asked me if I intend to visit their organization.

Emerging Issues:

  • Federal funding (concern of some members for their future at the end of the transitional funding).

  • AIDS Action Halton in Halton Public Health. Discussed how we could educate the Health Nurses on U=U
  • Discussion on people living with HIV (PLWHIV) playing a role in World AIDS Day.
  • Growing the AIDS Action Halton (AAH) committee so more information is getting into the community.

Contacts with community-based organizations:

  • Internal Workshop of the AIDS Network (TAN). Feedback on forum that was held in Regina. Talked about the forum in Regina and what the next steps will be.

Emerging Issues:

  • Emerging issues continue to be the lack of engagement from the PLWHIV body within the agencies. Talked about this with PLWHIV individuals in community settings.
  • Some PLWHIV Individuals do not feel that they are being engaged from their own agencies.

Opportunities / Follow-up / Resources / Challenges / Comments:

  • Opportunities: Recommend that CAS be represented at Opening Doors Conferences if that can happen. Most Opening Doors Conferences have a PLWHIV day and this is where we can access and share information with PLWHIV individuals. This could be a great networking opportunity for CAS and Regional PLWHIV individuals. This will also build a good rapport with local agencies and CAS.
  • Follow up: CAS representation at the local AIDS Walk.
  • Challenges: -Getting to share all the information within our region due to limited access the PLWHIV’s. I rely more on word of mouth to get info out about CAS. –Really try to attend Toronto based conferences but workload sometimes prevents that from happening.
  • Additional comments: -Have gained the support of The AIDS Network in Hamilton to join CAS as members. -The AIDS Network will also be hosting a Scotia Bank AIDS Walk which will be held on September 24, 2017 in Hamilton.

  • AIDS Action Halton (Action Sida Halton) à Halton santé publique. Avons discuté sur comment on pourrait éduquer les infirmières de santé sur le Indetectable= non infectueux et intransmissible (I=I).
  • Discussion sur les personnes vivant avec le VIH (PVVIH) jouant un rôle dans la journée mondiale du sida.
  • Accroitre le comité Action Sida Halton pour que plus d’information soit accessible à la communauté.

Contacts avec des organismes communautaires pour le VIH :

  • Atelier interne du réseau du sida. Rétroaction sur le forum qui a eu lieu en Regina. Avons parlé du forum en Regina et sur les prochaines étapes à accomplir.

Nouveaux enjeux :

  • Manque d’engagement de la part des PVVIH dans les agences. Avons parlé de ce sujet avec les PVVIH dans les paramètres de la communauté.
  • Cette discussion a eu lieu quand j’ai commencé mon nouvel emploi au réseau du sida. Certaines PVVIH ne sentent pas qu’ils sont engagés de par leurs propres agences.

Opportunités/ Suivi / Ressources / Défis/Commentaires

  • Opportunités : Recommande que la société canadienne du sida (SCS) soit représentée dans les conférences portes ouvertes si c’est possible. La majorité des conférences portes ouvertes ont une journée PVVIH et c’est là que nous pouvons accéder et partager l’information avec les PVVIH. Cela pourrait être une bonne opportunité de réseautage pour la SCS et les PVVIH régionales. Cela pourrait construire un bon rapport avec des agences locales et la SCS.
  • Suivi : Aimerait voir plus de représentation de la SCS à la marche locale du sida.
  • Défis : Avoir la chance de partager toutes les informations au sein de notre région à cause de l’accès limité aux PVVIH. Faire plus confiance à la communication verbale directe pour avoir de l’information sur la SCS. Vraiment travailler pour assister les conférences à Toronto mais la charge de travail empêche cela parfois.
